Mission

The purpose of Shared Horizons is to provide Special Needs Trust Services to individuals with disabilities without jeopardizing their eligibility for government benefits, such as Medicaid and Supplemental Security Income.

Goals & Objectives

Ø To provide appropriate supports and advocacy for beneficiaries enrolled in Shared Horizons’ Wesley Vinner Memorial Trust.

Ø To develop an individualized Quality of Life Plan for individuals who enroll in Shared Horizons’ Wesley Vinner Memorial Trust.

Ø To stay informed of any changes to laws, policies, or eligibility requirements affecting the financial resources or services received by beneficiaries; also to make changes in policy or procedure accordingly.

Ø To ensure that the overall needs of beneficiaries enrolled in Shared Horizons are met in the least restrictive environment and under conditions that provide the greatest dignity to the individual.

Ø To develop a firm financial base for Shared Horizons.

Ø To promote the concept of planning by offering seminars and consultations with service providers, guardians, families. 

Ø Increase public awareness of Shared Horizons and special needs trusts through public speaking, educational workshops, and training forums.

The philosophy of Shared Horizons encompasses the following principles: 

Ø Beneficiaries and their families should have the opportunity to develop individualized financial plans for the future.

Ø Development of Quality of Life Plans will involve the beneficiary to the greatest extent possible.

Ø Each Quality of Life Plan will be individualized to best meet the supplemental needs of the beneficiary.

Ø Quality of Life Plans will take into account the strengths and limitations of service providers, communities, and the beneficiaries.

Ø Efforts will be directed toward giving every enrolled beneficiary an opportunity to fully participate and be integrated into his or her community, while providing appropriate support and protection.

Ø Flexibility is important when providing services in order to meet the changing needs of beneficiaries over time while respecting the intent of the grantor.  When changes in service delivery are necessary, Shared Horizons will respond within the confines of the policies.

Ø Beneficiaries of Shared Horizons should be provided services, protection, and advocacy through means that intrude as little as possible on the individual's freedom to direct his or her affairs.

Ø Shared Horizons will create opportunities for all beneficiaries, with all necessary supports and assistance, to make choices to the fullest extent possible, including situations where mistakes could be made in the course of their selection of alternatives.  Shared Horizons shall balance the safety and protection of the individual against the dignity inherent in their being able to take risks.

Shared Horizons is a nonprofit organization {having 501(c)(3) status} created by the Quality Trust for Individuals with Disabilities, Inc., in conjunction with University Legal Services and the District of Columbia Government. 

Shared Horizons’ goal is to improve the quality of life for people in the District of Columbia and Maryland with disabilities through the Wesley Vinner Memorial Trust, a pooled special needs trust.
